Why is it that I do not find a prequalified welding procedure for lap joints in D1.1?

Fillet weld rules. Also see base metal overlap rules, and fit up rules.

You will only find the requirements for prequalified welding of fillet welds in lap joints in the Code book.  You will not find any "procedures".  A prequalified WPS must be prepared by the Contractor based on the requirements for prequalified welds.

I have lost count of how many times i've been told by contractors "we don't need no stinkin' wps because all fillet welds are pre-qualified"...i just open to clause 3 under scope and ask them to read it and then i ask for their prequalified wps for fillet welds...it's like the 'circle of life'

and then when they discover that not "all fillet welds are prequalified"...well sounds like you've been there too...
