I'm in Wisconsin and would like to train and test in the area but I would travel if needed to acquire this certification ASAP.

In order for you to become "certified" level II you will need the required training hours, pass the three part examinations and put in the required amount of time "experience". You did not mention what certification scheme you are wanting to certify to, such as, SNT-TC-1A, MIL-STDS, Etc. You will also need to be certifying in accordance with you employers written practice which would describe everything I just mentioned.
