Why is there a blockage if the feds can't stop interstate commerce? ie it is fine to go south from Oklahoma. Why not go north to the 49th and have the Canadians bring it across Alberta to the 49th and flange the two lengths going under the 49th. Under the cover of darkness bolt the two lengths together. That would bypass the blockage.
