Core wire is the same... Flux/Slag systems are different.
Typically a 6010 or 6011 F3 (fast freeze) electrodes run a lower current values than fill freeze, iron powder or low hydrogen electrodes (F1, F2, F4)
F3 electrodes have a lighter slag covering which allows heat to disperse more quickly, add to this the reduction in amperage which makes for a smaller weld pool and we have at least two good reasons why F3 (fast freeze) electrodes are called what they are.
