Did you mean AISI 1040?

AISI 1040 is a carbon steel with a nominal carbon content of 0.4%
It is available in the hot rolled, cold rolled, or forged condition. It can be "as rolled", normalized, annealled, or quenched and tempered. The mechanical properties are going to be different in each case.

THIS IS A RUDDER SHAFT MADE WITH THE AISI 1040 MATERIAL AND IT IS REQUIRED TO WELD BUILD UP USING SUITABLE WELDING CONSUMABLE.
PRE HEAT MIN: 100 DEG C
PWHT: TEMP RANGE 630 DEG C, TIME RANGE: MIN 2HRS, HEATING RATE AND COOLING RATE: ABOVE 300 DEG C=100-150 DEG C/HRS

What is the purpose of the "weld build up"?  Is it a repair job where the shaft will be machined down after welding?
