You may have to do a stress relief operation after welding just so you can hold a close tolerance.
It is largely dependent on the amount of welding you need to do to salvage the plate.
If the volume of weld is large enough, you may encounter problems with distortion.
You might discover the HAZ is hard compared to the surrounding unaffected base metal.
You supposition that higher preheat may be needed is a good idea. Heat the entire cross section to reduce distortion, reduce the cooling rate, and reduce the hardness f the HAZ.

I did not know the ASTM steel mentioned. The fast on it is
•A514 is a particular type of high strength steel, which is quenched and tempered alloy steel, with a yield strength of 100,000 psi (100 ksi or approximately 700 MPa).
Thoughts on the matter what for i. e. the application ( corrosion resistance / thermal cycle capability / strength 10% 90% ). What consumable is used, 11018 ? Moving on it with additional info I would be call the consumable supplies and asking for a recommendation. Our fellow AWS engineers we pay for in Miami sent an FAX and getting a call would be on if it is critical then call list. I hope this is helpful.
