You could use 5.24.3.1. It relates to groove welds finish flush, but that is the best I can come up with. This consistent with the allowable undercut for a connection subject to static loads.

The alternative is to address the question to the Engineer. Where the code is not explicit, the Engineer, who represents the Owner, is the individual with the authority to make a determination.
