Will have to wait until I get to my books later this morning, but I think the difference here is between fillet welds and groove welds.
I know that D1.1 says that if you are groove weld qualified you can weld pipe 24" and greater (edit: this is for groove welds in pipe, must keep groove and fillet separated). I don't know off the top of my head about fillet welds but it seems like it is any size, for example, 2" pipe fillet welded to a plate.
The second difference between D1.1 and D14.3 would be the application for heavy equipment instead of structural steel. I can see where those specs would be different in their production application, though not in their qualification, because of stresses etc.
But, I need to get to my books and look at D14.3 as well as 14.1 and see if I can find out and I am very busy today, may take a bit.

I'm not sure I understand your base question and I don't have AWS14.1 with me but,
AWS D14.3: 2010, Table 8 says that WPQ-2G qualifies for 1 and 2G, 1 and 2F, without reference to pipe diameter.
AWS B2.1:2009, Table 5.5 states the same, and goes on to define in Table 5.6 that pipe dia. for fillet welds is not regulated.
So, if you pass a plate 2G test to B2.1, you're qualified to weld fillets in the 1 and 2F positions, on plate or any dia pipe, to B2.1 and D14.3.
