Per D1.1
We have a welder that is qualified for GMAW unlimited thickness in 1G and the plate used was A36.

If hes welding A514(100 ksi) , are we required to requalify the welder to the new wps. We did qualify the wps considering the steel fell under Table 4.9. 

Is Table 4.12 the only requirements for personnel requalification?  Under this table we feel as though material change does not require a requal of personnel. Am I missing something??

Good to go. No requalification required. However, if special techniques or restrictions on heat input, etc. apply, it is the contractor's responsibility to provide such specialized instruction to the welder.

Does the usage of E90S or E110C wire have any affect on this situation? and
if special techniques or heat input restrictions were to apply,  you recommend retesting the personnel following the new WPS?

Overall, both material and filler specifications are matters for procedure qualification and do not effect performance qualification.

So, no, those electrodes usage do not affect the situation.

Retesting the personnel following establishment of new welding procedures is not required.  However, it is always the contractor's and/or customer's option to do any additional testing they feel important to establish confidence in the welder's ability to do the work to the WPS.

Al's comment was to the prudence of instruction, clarification, guidance if other items were included, not a mandate to requalify.
