Would this be considered a fillet weld?  I've never seen such a choppy weld.

If you are referring to where the vertical post comes into contact with the two overhead HSS then it would be a T-joint with a fillet weld.  And yes, it is rejectable per D1.1, Table 6.1.

Are you following any dwgs/specs.
Looks like there is no penetration on both welds and the fillet leg size is too small for the material?
Hope this is not a finished piece.
One smack with a hammer it will fall apart.

I would consider it at "butchered" weld.

Hell, I'd reject the flare-bevel on the right, too.

Looks like he's about as accurate with a chipping axe as he is with a stinger, too
