Looks like a $2,000 solution to a $150 set of bolt cutters.
Have seen little my 48's could not cut, including everything on the video

It's the U.S. Military.
They have zillions of our $s to burn. Literally in this case.

One example-When I was stationed in the Cali in the early 80's there were at least thousands of  vehicles ranging from M60 tanks to jeeps sitting there in the desert with 0 miles on them. If we needed a corner panel instead of repairing we used to go remove it from a new vehicle and replace it. My guess they are covered in sand, still there and a huge junk yard of wasted money.
