I'm currently have a "discussion" with one of our field guys about innershield/outershield qualifications. The discussion is whether qualifying a welder to use 71m Outershield also qualifies him for NR232 Innershield. The argument is that FCAW is FCAW. Obviously they require a seperate WPS but what about the welder quals?

You didn't mention a code you are trying to comply with ... So I'll assume D1.1

If you are talking about performance qualification.

Self shielded vs gas shielded FCAW is not an essential variable

For ASME Sec IX it is not an essential variable for performance.

Regardless of code compliance, and FCAW-GS qualification aside, I would not think about turning a guy loose on production with NR 232 unless he is known to be proficient with it.  An experienced welder with E71T-1M can still have their lunch ate with an E71T-8, especially NR 232.  The techniques are different and the skill and knowledge requirements for E71T-8 are both significantly higher than for E71T-1M.
