I would like to know how much preheat temperature required or not for BS 10025 S355JR thickness 12-24mm and is PWHT required for this type of Material

I didn't find an exact match between S355Jr+N and an ASTM specification.

You could use the CE formula found in the Annex of AWS D1.1. The formula takes into consideration the chemistry of the base metal, the level of hydrogen control, and the degree of restraint. Use your CMTR as your starting point.

S355JR+N steel plates Metal thickness is between 12mm to 25mm i just wanna know if there's any standard related to Preheat & PWHT (required for WPS & PQR) structural welding Code

The carbon content is less than 0.3% and it is equivalent to an ASTM A572 Gr 50. I would make sure the temperature is above 25 degrees C for the material  up to 15 mm thick and 75 degrees C for over 15 mm up to 25 mm thick.
