GMAW, Fillet, complete joint penetration? How do you have a CPJ using a fillet weld?
FCAW in 2G position, try 0.045 inch diameter.

"pWPS" Does this mean prequalified WPS? or the pre-WPS being produced prior to making a PQR ?
A572 GR65 is a Group 3 prequalified base metal in AWS D1.1
Short circuit GMAW will work best with .035 solid wire. Any major vendor will supply basic parameter data on their website. Having said that, That is very thick base metal for short circuiting transfer, It can be done, but there are much better alternatives. Fillets are not full penetration welds, so I assume you mean good fusion at the root. In the overhead position this is much more easily accomplished with an E71T-1 FCAW electrode (.045)
The AISI 316 austenitic stainless is going to probably be best done FCAW with an .045 or .052.. Again the wire manufacturer always provides some basic data for usage.
