So, you have 3-inch thick plate and the bevel depth is only 2-inches, the question is whether to make the weld CJP or PJP. Or, is the plate 1-inch thick the bevel only 7/8-inch deep and you want to know whether the weld is CJP or PJP.
I would go to the designer and ask what his intent is.

Specifying the bevel depth doesn't tell the welder how much weld is required.
Specifying the weld size or effective throat on your drawing tells the welder how much penetration is required.
If you do not specify weld size or effective throat, it means complete penetration (weld through to the other side).
