Hi all, new welder here...

Friends and I are trying to make a go-kart chassis made of 1026 Carbon Steel. We plan on TIG welding and are wondering if PWHT is necessary/affordable for such a project. I've been doing research on different methods but am not sure which treatment is the best. We want a higher yield and ultimate stress. Any recommendations?

AISI 1026 is a "low carbon" steel. It will not respond to PWHT that would include heating the steel to a high temperature and quenching. There is not real benefit derived by PWHT relative to strengthening the steel.
