Regarding AWS D1.1:2020, table 6.5 clause 12 :

Which requires a new WPS qualification when using amperage out of the defined range qualified in the PQR.

The upper qualified limit is clear- 10% higher than the value used in the PQR.
What about the lowest qualified limit? Does it mean that a decrease below 10%  from the PQR value requires a new qualification or does it mean that  "any" decrease from the PQR value requires a new one?
I'm asking this because of the different phrasing of clause 17 in the same table "An increase or decrease in the wire feed speed by 10%..."
What was the committee meaning?
