QW-251.2 Essential Variables.  Essential variables are those in which a change, as described in the specific variables, is considered to affect the mechanical properties of the WPS.

My observation and surprise:
I kinda think a change from an E9018 to an E7018 would affect the mechanical properties of a WPS yet this classification change is not listed in QW-253 as an essential variable.  A change in F-No is but there are both F4.
Can anyone explain this confusing logic to me?  Thanks, gracias and merci.

The filler metal A-number is the variable that would require requalification. Though they are both F4, there is a different A numbers, I do not think there are any E9018-XXX with a weld metal analysis A#1

We need to know if the application requires CVN. It is not unusual to find the contractor did not review the construction code to determine if the WPS had to be qualified with toughness testing and at what temperature. When determining whether or not CVN is required, one must know the applicable construction code (Section I, Section VIII, B31.1, etc.). One must also know the thickness of base metal that will be used for construction, and whether the lowest temperature expected once placed into service is below the temperature at which qualification with CVN is necessary.
