I'd say yes. The press release indicates that the board wants the document to get the "widest distribution possible". Here's the link to the press release:

Yes I did John. I guess their reasoning is mentioned in the press release: Miami, FL-June 17, 2005: The American Welding Society's (AWS) Board of Directors recently authorized free electronic distribution of the current (1999) revision of ANSI/AWS Z49.1, Safety in Welding, Cutting, and Allied Processes. The Board decided this important voluntary welding safety and health standards document should receive the widest distribution possible and has directed that Z49.1-1999 be made available for free download from the AWS Website http://www.aws.org/technical/facts . Print copies will continue to be available for purchase from Global Engineering Documents.
