Where's the welding access hole? If it's the hole in the web that will be used for field-splicing the girder, then typically the welds are run out to the end of the plate and then ground flush along with the edge of the hole, like D1.1 shows for "rolled shape or groove welded shape" (NOT like what D1.1 shows for "fillet welded shape"). If it's a corner clip in a diaphragm, then typically the welds terminate 1/4" before the end of the plate.
What Fig. 2.8.1.7 refers to is if you have a weld at the end of something like a cover plate or a connection to a gusset plate, then that end weld needs to be carred around the corners so its terminating bits are parallel to direction of stress.
