Could someone tell me if there is a minimum psi. rating to be classified as a pressure vessel per ASME.

I know many ASME Codes state that vessels with less than 15psig are not covered under B & PV Rules but don't know if that necessarily precludes them from being considered pressure vessels.

I'll make a correction. The minimum internal pressure a vessel must withstand for being considered a pressure vessel according to ASME VIII is 10 psig.
Vessels with less than 10 psig are not considered pressure vessels by the Code and don't need to be designed by it. They should be designed according to (and I've used this expression before in this Forum) the Good Engineering Practice.
An example: if a vessel with an internal pressure of, say, 5 psig is calculated by the Code, the wall thickness will be so thin that it'll be unfeasible to build it.
