It's usually an internet expression meaning "Laughing Out Loud".

Check out this link, it has a few of the common abbreviations being used today on the net. About the time I figure out some of these they make up a bunch more. I figure they do that just to keep me confused:)

Some of these abreviations have me scratching my head many times.I can imagine your confusion.Recently,I learned from a British friend that the word,"fag" means a cigarette in British slang.I informed him that he should ask for a cigarette if he did not wish to be directed to the little feminine looking fellow accross the room.LOL

My ex-girlfriend and her family was canadian. They said "fag" for cigarette too.

Yeah, well imagine my surprize when learning our "Fanny packs" (remember those?) actually refer to the other side (and the anatomy part of a female at that!) in British colonies!

Then there's "faggot". In Germany or Austria that used to mean a bassoon (a bunch of sticks).
