According to the WPS the useful electrode with SMAW process for carbon steel material is E-7018 but contractor mistakenly used E-8018B2
,regarding to changing of Ano. according to QW-253 ASME Sec IX the WPS & PQR is mandatory if the PQR will be accepted, does it require other activity about this job?

Well, we have found ourselves in similar situations. We would write an NCR up listing all the applicable joints where the 8018-B2 was used instead of 7018. After that, we would run a PQR for the use of 8018-B2. Basically since the "A" number is an essential variable, requalification is required.

Assuming the 8018-B2 PQR passed; we would clear the NCR based on the acceptable results (ie - accept the joints as welded).

In some situations you would be required to get the approval of an AI or your client's engineering representative for this practice.

In my experience, this mistake does not warrant cutting the joints apart and rewelding.

E7018 has a specified impact test requirement; E8018-B2 doesn't. If impact properties are important to the application, then you'll need to establish those properties. If I were the owner on this project I'd not only have you include Charpy testing in the PQR but also make you get some typical Charpy test results for that electrode from the manufacturer.
