A106 is designed for high temperature applications and A333 for low temperature applications. Any single piece of A106 may pass a charpy test for those ft/lbs at that temperature but I wouldn't expect it to happen on a regular basis. It's just not designed and manufactured to do it. On the other hand, A333 is designed and manufactured for low temperature.
Normalizing A106 may help to some small degree, but I would not put too much faith in it.
