IF A WELDER HAD FAILED TO PASS A TEST , WHAT IS THE MINIMUM TIME AFTER WHICH HE CAN BE RETESTED.

AWS D1.1-2000 Section 4.32 should give you all the info you need.

ASME Section IX says that a welder can be retested immediately, but he has to pass essentially 2 tests. He can retake the test (only one test) after further "practice" or "instruction". The code leaves the amount of either up to the certifier.
