If somebody has more than 5 years experience in manufacturing (welding) and has
MSc degree in Mechanical Engineering, and has diploma International Welding Engineer
issued by IIW than that guy can have 30 USD/hour?

Depending on the job and where it is the answer is yes, but dont expect them to come chasing after you. You will need to do a lot of interviewing.
I have less formal credentials than you but many more years in the field and with my employer.
