hello,
  I have a PQR, it is dissimilar steel welding procedure. the joint position is 2G, carbon steel groove with buttering is lower, stainless steel is upper.
  I want to know if the PQR can fit to the condition, that is :  the joint position is 2G, carbon steel groove with buttering is upper, stainless steel is lower.

Be a little more specific about the alloys. And unless there are some special circumstances not mentioned buttering for a ferritic/bainitic/martensitic to stainless steel is seldom required.

Further, which Code?  If ASME IX, no problem unless as js55 states there are some unknown variables.  Reference QW-283 in the case of ASME IX.

Position (or orientation in this case) is normally not an essential variable in these cases under ASME IX.
