what inspector has not requested additional requitements, based on experience and application? no matter how slight. all of them that i know have

Not wishing to corner myself into an arguement that implies I wish to discount the value of experience (this would be stupid), I would turn the question around and say who of us has not experienced an inspector imposing additional requirements based upon ignorance, inexperience, or just plain personal preference?
Were the inspectors we deal with on a regular basis of the caliber of Gerald and NDTIII I would certainly consider seriously any input, advice, or opinions they may have. It would be foolish not to. But sadly inspection as a whole is not totally manned by such people. And therefore I have no wish to defend carte blanche an inspectors authority to impose additional requirments at will.

And by the way, in one of my current capacities I am responsible for an inspection staff. So, I not only encourage the ideas I have expressed in this forum but encourage the very open discussion that would take advantage of the very experience that seems to be a concern. They are not mutually exclusive.
