Gang, I can MIG, TIG and stick here at my industrial complex.  Whats the best way to weld the two together?  Its 16 gauge steel and its a bar-b-cue/grill kind of thing.  The black pipe will be end caps for removable legs for the grill.

MIG or TIG will be pretty easy, stick will be harder due to the thin 16 ga. I would probably use MIG.

absolutely, clean the metal very well and short circuit any where from 17 to 20 volts with a little less wire than normal if your gonna roll weld it. on real thin stuff i weld with very low volts and so little wire that it builds into a big ball on the wire till it jumps across.
