You are asking about making a 2 inch (plus) diameter hole through 2 inches of steel. You did not state whether the hole is to be round or slotted.
It is not uncommon to see slotted holes in thin members made by drilling a hole at each end of the slot and using a torch to remove the material between the drilled holes. However, it is not common to see this practice on thick structural members because of the difficulty in maintaining a good quality cut on thick material.
The discussions in the other thread with regards to manual torch cutting holes in the field are as valid for your question as they were for the other thread, if not more so. There are metallurgical issues and quality of cut issues to consider. What hasn't been discussed is the intended service or use of the components you are working with. If this is a demolition project where the bolt is a pin in a shackle used to dismantle a structure or a one time use application such as erecting a column, a torch cut hole is not out of the question, for all other application, drill the hole.
