What if there is an established history of using backing in a 5G (pipe to flange) where the backing was not CJP at the butt joint of the backing material and it still passed UT. And by history I mean 20 to 30 years of history, with no in-field failures.
Would a PQR,WPS, and a documented test coupon specifying this situation be required to avoid outside inpsection rejecting the part?
i think that it would need the approval of the engineer. in d1.1 anything is possible, as long as the EOR stamps it.
Had posted before, but trying to find a more PC way of saying it.
Better get the EOR to sign off on this based on history. I don't see how they "passed" UT legitimately to begin with. It would be ill advised to use that as your reasoning for getting an "outside" agency to buy off on it.

I agree with Hogan and Gerald. The EOR is ultimately responsible.
