¿The LPT should be done before or after sandblasting?
¿Or first sandblasting, then welding and in the end LPT?

Certain cleaning operations are prohibited before Penetrant testing , as they could smear metal and close the indications you are looking for. These operations may include power wire brushing , grit blasting, and shot peening.
Sand blasting may be done to prepare for a weld( remove rust and Mill Scale) , then welded and the weld could be tested using the PT method, but sandblasting the weld would not be a good idea.
