The material I'm looking for is  European Ste 890 and Ste 960. I'm looking for an equivilant US standard
preferred ASTM so I can have a "M" (material) number identified through AWS.
Both materials have the same alloy content and only vary by the tensile strengths due to the Quench & Temper processing.

C= 0.19
Mo= 1.50
Si= 0.50
Cr= 0.80
Mo= 0.70
P= 0.020
S= 0.010
V=0.10
Ni=2.0
Cu= 0.300
Al=0.050-0.080

The EST960 or EST890 is similar to an HY130.  I don't know all the Q & T ASTM classes; however, it doesn't appear that the chemistry you mentioned meets the chemistry req'ts of the more common A514 or A517 QT material.  EST 890 & EST 960 steels are available in North America through SSAB Hardox.  It goes under the commercial name of Weldox 960 or 890 (www.weldox.com).
