Hi, All

Could you please help me to clarify that , At QW-407.4 state that : For a procedure qualification test coupon receiving a PWHT in which the upper transformation temperature is exceeded, the maximum qualified thickness for production welds is 1.1 times the thickness of the test coupon. So if we qualify procedure by API 5l X52 thickness 25 mm with PWHT temp 620 C  for 2 hr. For this case the qualify thickness for production weld will consider 1.1 time or 2time as per QW-451

Well, you start out your post asking for clarification on QW-407.4. But thats not what you're really asking. By stating your self 2X/1.1X tells me you understand the requirement. Your really asking for the phase transformation temperatures of API X52 material.
I'm guessing at 620C you're in the 2X range. Carbon steel lower is ~725C. But you need to verify this for yourself.
