Add the percentage of Argon to the precentage of C02..... take the sum and subtract from 100
The remaining number is the percentage of Helium
You have uncovered their seceret!
Or they just possibly made a mistake and gave you a bottle of 2 part gas mixture....
There is nothing at all wrong and everything right about insisting that your gas bottles are *labled* with the exact mixtures and percentages of each componant. If they don't want to do it.... go shopping.

They put a fancy name on it and tell you all sorts of stories about how well it wets and penetrates..... There are in fact very few instances when a 3 part gas mix is needed for Spray or Pulsed Spray transfer on stainless steels.. Short circuit is a horse of a different color...
But if your doing spray transfer or pulsed GMAW stainless, you can prolly save a boatload of money by eliminating the helium from your gas mix altogether.
