I am looking for the correct code for vacum trucks. ASME I would think but I'm unsure. 5ft dia , 3-4 psi,3/16 wall.

I've never looked into it but ASME Boiler and Pressure vessel code section XII - Rules for construction and continued service of transport tanks might be applicable.  3-4 psi is not included in the scope of section VIII however if built to the requirements of sec VIII it could be "U" stamped if i am not mistaken.

It it's a vacuum vessel, Makeithot must be speaking of 3 - 4 psi ABSOLUTE internal pressure, or in other words, 11 - 12 psi of vacuum. In this case, ASME VIII is applicable (internal pressure lower than atmospheric).

That would make sense to factor atmospheric pressure into the equation. 
ASME sec XII may still apply to your situation though they would probably refer you to ASME sec VIII for the pressure design of the vessel.   Depending on the use it looks as though D.O.T regulations apply as many vacuum truck manufacturers claim ASME Certification and DOT compliance with their product.  Here is a link or two describing the relationship between ASME and DOT

Thanks for the replies all, Not that I'm cheap or anything well maybe a little just didn't want to spend $350.00 on a book unless it wqas the right one as this maybe a one off job. But then ya never know.
