Can dry powder developer be use witn water washble penetrant?

Dry Developer can be used with  fluorescent PT
Fluorescent Water-removable; dry, aqueous, or nonaqueous developer
Fluorescent post emulsifiable ; lipophilic emulsifier; dry, aqueous, or nonaqueous developer
Fluorescent solvent removable; dry, aqueous, or nonaqueous developer
Fluorescent post emulsifiable ; hydrophilic emulsifier; dry, aqueous, or nonaqueous developer.
I also have a table that groups the methods 1 thru 7
All the groups have dry developer except Visible solvent removable.(though this is questionable see last statment)

Dry developers are not usually used with technique II penetrants (visible color contrast). Some specs in fact will not allow the use of dry developers with technique II
