In all my years of fabrication I was always told never to intersect a nozzle weld with a circumfrual weld in piping.  I am looking for the technical standard that forbits this practice.

I don't think you will find this in any piping standard.  I believe I've seen it in some API standards for tanks.  Putting a nozzle on a circ weld can interfere with proper NDE of the circ weld.  It's also a good fabrication and design practice to minimize the chance of inservice failures.

Also, many nozzles require "doublers" or reinforcing plates.  Those are harder to fit well if they land on top of seams.
