What happens if we were to weld a Alm T6 Base metal Frame with 4043 filler rod and then send it out for heat treating?
I dont believe the engineer/customer understands what he needs from this part.

Well, if you use that combo and heat treat it you will get better tensile and yield strength therfore making the part stronger then it would be in the as welded condition.  How thick is the material you are welding on this part?  For thicknesses greater then .5" ER4643 is recomended.

If you subsequently  heat treat  the pare  you really  don't  know  how you  will end  up -

In the  H A Z  near the weld  you have lower tensiles  and  yields -

What type  of  code is this item  fabricated  to  ?

The properties of the 6061 would be predicable after heat treat, but with the 4043 filler, the strength of the weld will depend on how much dilution took place since the weld would be relying on any precipitation strengthening from elements picked up from the base metal.  Typically a 4043 weld is not considered heat-treatable.
