where a bond is needed, explosion welding can be used. Components can be machined out of the bonded plate, and then subsequently welded to like components for a transition joint. If you are asking if the two can be arc-welded together, then that would be a "no".
Perhaps a root pass of 50% Ti, 35% Fe, 10% Cr, 6% Ni, C in the ppt's and not the ppm's, might call it beta crackalloy. You'd wanna call a minerologist to do the analysis because I'm guessin that stuff is gonna be a rock.
