I have a condition where a 1/4" fillet weld has already been made.  Now, a 5/16" fillet weld is required.  Is it acceptable to just add the additional 1/16" of weld?  Or, do I need to burn off the weld and re-weld a 5/16" fillet.

Actually I would just turn the 1/4" fillet weld into a 3/8" fillet weld.  It is easier than trying to add 1/16" to it.  No you should not have to remove the existing weld.

The 5/16" fillet weld requirement is the minimum. You can have a larger fillet weld just not less that 5/16".

As long as the existing weld is visually acceptable, it would be acceptable to run two passes, one below and one above, splitting the existing weld down the middle.  This way you will have more than enough weld to pass a 5/16 gauge test and you wont wind up with an unequeal leg fillet.  This should also ensure that the throat is there as well.
