In what application is ER70S-Cu used?

Is that a trade name?  Unless there is something I'm missing, I don't see it as an AWS Classification (At least no in A5.18).

Cu is the symbol for copper.  Is it an electrode for copper? ERCu maybe?

Or maybe copper coated.

The ER70S-3 is an AWS classifeid carbon steel electrode.  My guess is that the Cu is some manufacturer's trade name to represent either copper coating, or some amount of copper addition to the electrode.
