According to D1.1 2006, fig 4.15... "hardened rollers 1-1/2" in diameter may be substituted for jig shoulders." My question is since it does not say SHALL, Can I build a code compliant jig with any size rollers? If not, what would be the difference, since a round surface is going to contact in only one theoretical point.

No. The default option is the jig with the dimensions in the figure. The alternate option that you MAY choose instead is the hardened rollers with the given dimensions. The may does not allow you to ignore the dimensions given on the rollers.

Why? Good question. I'm not sure. Maybe someone else has an idea about this.

One thing to consider would be that if you used bigger diameter rollers, your test specimen would have to be longer just to sit on top of the rollers before bending. (If your talking about using much bigger rollers that is)
