We work with a lot of European customers that specify BS EN Specification 10025-1 thru 6 base materials on their jobs.  The particular materials in question are S355 J2 +N, S355 NL and S355 K2 +N.  These materials are unlisted in Table 3.1 and Table 4.9.  When conducting PQR Testing Table 4.8 states that any unlisted steel to any unlisted steel or any steel listed in Table 3.1 or Table 4.9 ONLY qualifies for the specific combination of steels listed in the PQR.  Is it feasible to use PD CEN ISO/TR 15608:2005 Welding- Guidelines for a metallic materials grouping system to group ISO materials similar to what Tables 3.1 and 4.9 accomplish?  We are preparing to run a bunch of PQR Tests and I would like to be able to get the "most bang for our buck" on these tests.  Strict interpretation of AWS D1.1 would cause a separate PQR Test for each and every combination of these materials (i.e., S355 J0, S355 J2, S355 J2 +N, etc.)  because they are unlisted.  Please let me know if you have any experience or ideas about this issue.

I think it would be wise to ask your costumer if they allow it.
If you chose to follow EN 15608 you will not be in compliancewith AWS D1.1, if I understand it correct.

Thanks for the quick reply 3.2 Inspector.  This would involve multiple customers so on each instance we would have to get their Engineering approval.  This is feasible to do and it's kind of where I thought this might end up.

I am European :) but I am not sure what you are asking. Being a non-english speaker might be the reason :)
En 15608 is used for grouping the material, if you chose to qualify the procedure entirely after EN, you will need additional EN standards, ranging from welding positions to NDT just to mention a few.

Thanks again for your interest.  I just got done qualifying a bunch of ASME Sect. IX PQRs to meet the CE PED(pressure equipment directive) for a package boiler manufacturer so I am aware of BS EN ISO 15614-1:2004 +A1:2008 - Specification and qualification of welding procedures for metallic materials  -  Welding Procedure Test , BS EN 287-1:2004 - Qualification test of welders - Fusion Welding, BS EN ISO 5817:2007 - Welding - Fusion-welded jointws in steel, nickel, titanium and their alloys (beam welding excluded) - Quality levels for imperfections, etc.  In this case AWS D1.1 will be the overriding Specification.
