After doing business for 30yrs, we are suddenly getting hasled because our shop welders do not have a rebar cert. They are not welding rebar to rebar, only rebar to plate, no verts. Its all A706rebar. Do they really need to have a rebar cert?

I suppose, if thats what the customer wants.... Or in the case it may be a state agency, yes.

and I suppose these are all prequalified fillets and not bevels or flare-bevels

Short answer is: Yes.

Longer answer is: If your contract requires it, then it should be done.  But you could ask your customer for a waiver. 

Likely you are running into some individuals who may never paid much attention to that before.  But now they have more time on their hands, and there is more competition for their jobs.
However, since you have 30 years experience anyway, you might find it easier to just do it and get it over with.  Little thngs like that demonstrate that your company is commited to doing the job right, even on the little things.
