Does anyone know if ER80S-D2 and ER80S-6 both fall under AWS A5.28?  I am almost certain they do but i cannot prove it without AWS A5.28 in my hand and I am awaiting the copy I ordered from the AWS.

I'm not sure that you really needed to purchase the A5.28 to make that determination.  You could have researched ER80S-D2 and ER80S-6 on various electrode suppliers sites.  ER80S-D2 is a low alloy steel electrode (AWS A5.28) and ER80S-6 is a carbon steel electrode (AWS A5.18).  You can access those and print the spec sheets, which include the related AWS spec, or ask your consumables supplier for a copy of the spec sheets.

Here's a couple sites...
