I am looking for a procedure to plug miss located holes in HSS per D1.5..Holes are 15/16" Diameter and are NOT near the ends.

Sorry, don't have D1.5 handy.

According to D1.1 they only need to be plugged in certain circumstances.  Are your holes so close to where the new ones will be that they need to be plugged and re-drilled in a slightly different location? 

D1.1 calls for NDT of holes welded in prior to re-drill.  Make sure they are dealing with sound material not something that will initiate a crack. 

Hopefully someone with better knowledge or a code book handy will chime in.

What does it say in your job specs with regard to plugging holes? Sometimes bridge specs state "do not use welding to fill or repair misplaced drilled or punched holes."

But if your specs say something along those lines, you might want to consider if the EOR will be open to plugging holes before you start looking for a procedure to plug them.  Just a thought.

So, bottom line is you have 15/16" holes located 1" off approved plan location so that they will have roughly 1/16" from old hole edge to correct hole edge when placed correctly and they are far enough in from the end you can't get a backing bar in to perform a correct CJP repair prior to the UT and re-drill? 

Now, I have done similar operations before.  Take a piece of solid rod about 7/8", or 15/16" in diameter if you can hammer it through the hole, and tack a rod to it to hang onto.  This will leave a very small opening around the edge after you drop it down through but will still act as a backing though not as we normally consider backing to completely cover the hole.  The root must be done carefully to keep from blowing out the bottom edge of the hole or top corner of the plug.  Then you can fill it up as normal and continue with NDT and the re-drilling.

All this is subject to the engineer's approval of course with a plug weld WPS with backing.

Another thing to keep in mind is the thickness of the HSS wall and the potential dimensional limitations for the plug weld hole diameter.
