If use the same voltage for .25 and .35 wire but only change the wire feed speed to optimize will I get the same penetration and / or heat to the work?

perhaps you could be a little more specific...
What type of wire?
What thickness & type of material?
What is the capacity of your machine?

The voltage will have the most affect on height and width of the weld deposit. Your penetration will be determined by the amperage. This amperage will be determined by the wire feed speed. The same amperage from a smaller diameter electrode will produce increased penetration. This can quickly be demonstrated by welding and cutting, polishing and etching two welds.
