Am reviewing a PT Procedure that has a "100% of all welds" requirement. Would this include the inside and outside of flange welds or can this be interpretated to mean the outside design strength weld? Is the inside flange weld required to have a PT? Also, is a fillet weld on gussets used on laterals required to have a PT?
To me "100% of all welds" means everything........
All other welds are butt welds and are subject to PT
fI'm not sure what you mean by "outside design strength welds" nor what your application is. However PT means dye penetrant inspection to me, and "100% of all welds" means the full length of all exterior surfaces of all welds must be checked.
I hope you are not talking about a structural steel job here. If you are, then someone has their work cut out for them. You can check fillet welds with PT but I would use MT if I had the option. It sounds like someone has written a 'cover all' spec and that you might need to get some clarification from the owner as to what is actually required.
