I've often heard one of these terms used but never a definitive answer. What is this weave really describing? Is it an uphand cap or a downhand cap?

IT IS A TERM FOR A 7018 UPHILL CAP PASS. IT IS NOT USED MUCH ANYMORE IN PIPE BUT YOU STILL SEE IT ALOT IN STRUCTURAL WELDING AND IN THE OILFIELD

Right on!! Thanks for the direction on that. I'm guessin' some guys here where I am, use that term quite liberally and it just became unclear from one guys description to the next.
